(The Coushatta are a matrilineal society native to Southwest Louisiana recognized as a sovereign nation in 1973

with one area of surface wear/discoloration to the skin toward the bottom center

It is in very good condition and I believe was indeed used

Both the shapes and the placement of those dots is wonderfully irregular

What an incredible density of tiny tiny pricked holes, making the hat and robe of this man feel quite like a cloud, and with what appear like angel wings (though perhaps a large pack) emerging from his back.
